Luxembourg Shortage Jobs 2026: What the 20-Job List Really Means

You may have seen posts saying “Luxembourg is hiring foreigners fast!” Some even say you can get hired without any local search.

Part of this is true. But most posts leave out important details. Let’s go through the facts, step by step.

What Is the Shortage Occupation List?

Luxembourg has a public employment agency called ADEM. Each year, it publishes a list of jobs where there are not enough workers in the country.

The 2026 list came out on 27 March 2026. It was published in the Journal officiel, which is the official legal journal, and on ADEM’s website. This year’s list has 20 occupations.

The list changes every year. It is based on the labour market data from the year before.

What Does the Fast Track Mean?

Normally, a company that wants to hire someone from outside the EU must do a labour market test. This means ADEM checks if a local worker can fill the job.

For jobs on the shortage list, the test is skipped. According to the Work in Luxembourg website, the foreign workforce certificate is then issued within five working days.

For jobs not on the list, the test still happens. But it is shorter than before. It was cut from three weeks to seven business days.

So the fast track is real. But it speeds up only one step in the process.

Who Does This Apply To?

It applies to people from outside the EU, EEA and Switzerland. EU citizens do not need this process.

Also, the employer asks for the certificate. You cannot ask for it yourself.

  • Financial analysis and engineering
  • Accounting and financial audit and control
  • Defence and legal counsel

Healthcare and social work

  • Industrial quality management and engineering

Research and development

  • Industrial R&D studies, management and engineering

These are specific job titles. They are not broad categories. If your job title is not close to one of these, the fast track may not apply to you.

What Changed This Year?

The list went from 22 jobs to 20.

Three jobs were added:

  • Roofing installation and restoration
  • Industrial quality management and engineering
  • Industrial and operational equipment installation and maintenance

Five jobs were removed:

  • Aircraft mechanics
  • Rail network traffic controllers
  • Accountants
  • Management controllers
  • Business organisation and management consulting

The jobs that were removed are still in demand. But the gap between workers and vacancies was no longer big enough to count as a severe shortage.

This is why you should always check the latest list. A job on last year’s list may not be on this year’s.

What You Still Need

The fast track does not remove other rules. You still need:

  • A real job offer from a company in Luxembourg
  • The right to live and work there, through a residence permit
  • Qualifications for the job
  • Language skills, depending on the sector (this can be French, German, English or Luxembourgish)
  • Recognition of your diploma, where the job needs it

Some sectors, like healthcare and social work, may have extra rules for working in the profession. Always check the rules for your own job.

What You Can Do Now

  1. Check the list. See if your job matches one of the 20.
  2. Update your CV. Keep it short and clear. Show your experience, skills and degrees.
  3. Look for jobs. You can browse vacancies on the Work in Luxembourg job board.
  4. Learn the permit rules. Read the official page on residence and work permits.
  5. Work on your language. Even basic French or German can help.
  6. Check your diploma. Find out if you need it recognised.

How to Avoid Scams

Be careful. Posts about “easy jobs abroad” attract scammers.

Watch out if someone:

  • Promises a guaranteed job or visa
  • Asks you to pay money to get hired
  • Will not tell you the company name
  • Only talks to you through a chat app
  • Has no real job offer to show you

A real employer will give you a clear offer. A real process takes time and has steps. If someone says it is instant, be careful.

Take your time. Check every source. Never pay for a promise.
