- Own the annual Compliance Plan and risk assessment, reporting progress quarterly to the Board committee and Board.
- Lead SAMA supervisory visits, inspections, and compliance audits, ensuring documented evidence trails and timely resolution of findings.
- Establish and operate a risk-based Compliance Monitoring Program with periodic testing across all KSA operations, including customer due diligence, sanctions and PEP screening, transaction monitoring, and suspicious activity reporting to the Saudi Arabia Financial Intelligence Unit.
- Own compliance with SAMA’s Counter-Fraud Framework, including quarterly reporting to SAMA’s Anti-Fraud Supervision team, fraud detection controls, and chairing the Counter-Fraud Governance Committee.
- Manage SAMA’s approved-persons process, overseeing Fit and Proper submissions and no-objection requests for board and senior staff, and maintain regulatory correspondence logs.
- Lead licence applications, service additions, and regulatory business plans for new payment services, ensuring pre-commencement conditions are met.
- Deliver accurate, timely regulatory reporting including monthly Open Banking reports, quarterly Counter-Fraud returns, SAFIU filings, and material-incident notifications within SAMA’s one-hour requirement.
- Develop and deliver the compliance and financial crime training programme for staff and the Board.
- Manage and develop the KSA Compliance Officer and build the team as licence scope expands.
Requirements
- Extensive compliance experience in financial services or fintech, with demonstrated expertise in payments, regulatory frameworks, and financial crime.
- Deep knowledge of SAMA regulations, the Anti-Money Laundering Law, and counter-fraud requirements.
- Proven experience serving as a Compliance Officer or Money Laundering Reporting Officer in a regulated financial environment.
- Strong stakeholder management skills with the ability to engage effectively with regulators and senior leadership.
