Virtua Advanced Solution (operating as Trans Skills) is seeking a Business Development Manager and Pre-Sales Expert to drive strategic growth across the Middle East. Trans Skills is a global HR solutions and staffing company founded in 2008, providing HRIS services, talent acquisition, payroll processing, and employer of record solutions across more than 140 countries with a network of 32 offices.

Key responsibilities

Identify and secure new business opportunities across key Middle East markets, specifically targeting the UAE, Saudi Arabia, and Qatar.
Engage with C-suite executives and senior leadership to present tailored staffing, executive search, and manpower outsourcing solutions.
Develop and execute regional go-to-market strategies that align with major economic initiatives and policy shifts.
Build and maintain a strong sales pipeline of enterprise and mid-market accounts while acting as a trusted advisor on salary benchmarks, talent availability, and local hiring regulations.
Negotiate and structure long-term framework agreements including service level agreements, retainer arrangements, and managed service provider contracts.
Lead the full response cycle for RFPs, RFIs, and government tenders, including navigating regional procurement portals such as Dubai’s eSupply, Abu Dhabi’s Tamm, and Saudi Arabia’s Etimad system.
Develop competitive pricing models and rate cards aligned with public sector budget requirements and enterprise procurement standards, while ensuring compliance with nationalization targets such as Emiratisation and Saudisation.
Present bid defenses and lead pre-sales pitches to tender evaluation committees, articulating delivery capability, timelines, and risk mitigation approaches.

Requirements

Bachelor’s degree in Business Administration, Marketing, Human Resources, or a related field.
Minimum 10 to 15 years of business development experience within the staffing, recruitment agency, or HR outsourcing industry in the Middle East region.
Proven track record of closing high-value staffing contracts.
Deep knowledge of labor laws, nationalization quotas, visa regulations, and employment frameworks across GCC jurisdictions.
Expertise in navigating government procurement processes and public sector compliance requirements.
Strong pipeline management, data governance, and results-oriented execution capabilities.
Demonstrated ability to thrive in fast-paced environments with resilience, diplomatic skills, and a focus on closing high-stakes negotiations.
